Groupe SOS Takes a Stand to Protect and Support Women in Exile

Every year, millions of women flee their countries due to armed conflicts, persecution, or climate disasters. For these women, exile is fraught with dangers such as assaults, rapes, and traumas, which are often overlooked. These issues are central to current humanitarian and political challenges. Understanding these mechanisms is crucial for effective action.

For 40 years, Groupe SOS has been welcoming, housing, and supporting thousands of vulnerable women in its social and medico-social facilities, playing a major role in asylum and integration in France.

To highlight this reality, Groupe SOS and the NGO Stand Speak Rise UP organised an awareness day on December 6th at the Learning Planet Institute in Paris.

The Harsh Reality of Violence in Exile

According to the UNHCR, nearly half of forcibly displaced people are women and girls, with one in three experiencing sexual violence during their migration. These acts of violence are not isolated incidents but are often used as weapons of war. Women face severe physical and psychological consequences, including depression, PTSD, and social rejection.

Despite the severity of these traumas, support systems remain inadequate. Less than 10% of women who experience violence in exile receive specialised care. The lack of safe housing and complex administrative procedures further exacerbate their vulnerability.

Creating Dignified and Safe Spaces for Women in Exile

As of today, Groupe SOS operates 52 facilities across France dedicated to the reception and integration of exiled individuals in France, providing a total of 4,700 places. Of these, 31% are occupied by women, meaning over 2,200 women are accommodated in general facilities. 

In its Asylum Seekers Reception Centres (CADA), Groupe SOS organises “women’s cafés”- dedicated sessions designed as safe, welcoming spaces of relaxation and support. These informal gatherings provide an opportunity for women to share their experiences freely while the staff listen attentively and guide them towards appropriate forms of assistance  

In its facilty with places dedicated to women in exile, each woman has her own individual room. The environment prioritises security: the addresses of the apartments are known only to the staff, and if the address is disclosed, the facilty has a dedicated budget to ensure temporary accommodation in a hotel for the woman’s safety. 

Training Professionals to Elicit and Welcome Speech

Recognising and appropriately responding to the accounts of survivors is vital. To this end, Groupe SOS has launched a training programme for its teams to enhance their understanding of the dynamics of gender-based and sexual violence within general reception facilities. 

These two-day training sessions equip professionals to sensitively handle such disclosures while safeguarding their own mental health and well-being. Following the training, teams work together to implement a detailed action plan, ensuring that protective practices are embedded into their operations over the long term. 

Groupe SOS’ Proposals: Actions to Protect

Groupe SOS puts forward several concrete measures to better protect these women: 

  • Create safe spaces in reception centres with areas reserved for women and children. 
  • Strengthen mental and sexual health services with multidisciplinary teams trained in the specific traumas of women in exile. 
  • Facilitate access to rights and justice with interpreters, social workers, and specialised lawyers. 
  • Support economic reintegration. 
  • Raise awareness and train reception actors on gender-based violence. 

Violence against women in exile is not inevitable. It results from systems of domination and political indifference. To restore their dignity and security, urgent action is needed. Groupe SOS calls on national and international institutions and civil society to mobilise.
